Wiper motor kaput. Took it apart and tried cleaning the brushes, commutator, etc. Could get it to work by first energizing the high and low speed connections, without a ground. Then immediately after that, the ground to high or ground to low speed would work. After sitting for 10 seconds it wouldn't. Concluded that it probably has a bad capacitor or something on its board that is preventing normal startup. Found a NOS mopar motor on ebay for $40 ($60 + core charge everywhere else. It's a bitch to replace without pulling the ventilation grill above the linkage but it can be done thru the wipe to linkage hole. Had to bend some sheetmetal in the engine compartment just a bit to get a socket on the lower motor bolt, but it was doable. Getting the new plastic bushing on the motor and linkage was a bear. Finally put it in some water and microwaved it up to about 150 degrees. This softened the plastic enough to slip into the linkage and then get the motor drive post into it. Voila!
